Brooke Smith
Chief Executive Officer
Mr. Brooke Smith is a global executive with extensive experience in profit and loss, mergers and acquisitions, and market growth. He drives strategy, leads high-performing teams, manages transformational initiatives, and establishes lasting client relationships. He has a track record of exceeding revenue expectations and cultivating operational excellence as well as a reputation for fostering collaboration between C-suite executives and advisory boards to achieve revenue and organizational objectives. He partners with clients to envision, innovate, and achieve digital transformation goals while creating substantial value by integrating technologies and services. He has managed operations with revenues of more than $180M per year and led sales organizations with more than $1.5B in annual sales. Deep Water Point &Associates’ clients benefit from Mr. Smith’s expertise in information technology, manufacturing, aerospace, defense, and the federal government market.
Prior to joining Deep Water Point & Associates, Mr. Smith was vice president for strategy and business development at Salesforce (NYSE: CRM) where he drove strategic growth outreach and market development for the aerospace, defense, and government systems integrator sectors. He was responsible for strategic planning, business development, sales, cross-functional team leadership, and executive management. In this position, he grew revenue 400% from $20M to $100M annually and increased contract values by more than 20% per year.
Previously, Mr. Smith was chief growth officer for Throughline, Inc. where he directed corporate growth strategy and execution for the early-stage design-thinking consultancy and created solutions with enterprise leaders to drive innovation and deliver high impact outcomes for clients. He was recruited by the CEO from a leadership role on the Board of Directors to reimagine sales team effectiveness, recruit and mentor business development professionals, and drive revenue growth. He established sales processes and streamlined operations, overseeing implementation of Salesforce CRM and building out infrastructure to lead to sales of $15M.
Earlier, Mr. Smith was vice president and managing director of Xerox Corporation where he oversaw multiple global accounts, successfully cultivating a services and products business model. He managed global P&L and directed support teams delivering client satisfaction and growth for multiple Fortune 100 companies, representing $90M+ in revenue annually. He exceeded both annual and long-term growth and profitability goals and led an initiative to land an eight-figure deal creation and closure for outsourced business services and print-as-a-service offering.
Mr. Smith’s prior corporate leadership roles included senior vice president, business development and corporate strategy at QinetiQ North America and COO of TKC Communications (NANA Corp).
Mr. Smith has a BS in industrial technology from the University of Southern Maine. He earned the U.S. Navy’s Aegis Excellence Award for critical progress management solution, and he has held a top-secret SSBI clearance.

Mr. Charles (Charlie) Hanley is a senior business leader with more than 30 years of experience in growth, acquisition integrations, organizational restructuring, and enterprise turnaround in the services sector, primarily in the information technology (IT) and global systems integration market. His career record includes winning more than 40 programs, and fostering a vast network of government and industry contacts. Deep Water Point clients benefit greatly from Mr. Hanley’s profit, integrity, and accountability mindset and his nurturing of engagement with employees, customers, and community.
Prior to joining Deep Water Point, Mr. Hanley served as Chief Growth Officer and Executive Vice President of Business Development for telehealth software company ViiMed. In that role, he was responsible for all business development and sales-related activities, and he focused on generating growth outcomes from within the portfolio of customers and outside the existing business base.
Previously, Mr. Hanley served first as Senior Vice President for Information Technology and then as CEO of Project Performance Corporation (PPC), a management consulting firm providing advisory services and IT solutions to federal, state, and local government agencies, as well as to commercial entities worldwide. He guided the company through the transition from a small, privately held company to one publicly traded on the London Stock exchange, after PPC’s acquisition by London-based AEA Technology.
Earlier, Mr. Hanley held executive positions with Northrop Grumman and Federal Data Corporation. At Northrop Grumman, he increased the performance of each of three separate $100 million organizations in the areas of profitability, revenue growth, and customer satisfaction. At the privately held Federal Data Corporation, the company was widely recognized as one of the first federal systems integrators, and he spent 14 years focused in the areas of business development and marketing. During this period, he was responsible for winning more than 30 separate programs with an estimated contract value beyond $2 billion. He made significant contributions in the areas of marketing, sales, and operational leadership, and he helped the firm expand its business base and federal footprint until it was acquired by private equity firm The Carlyle Group.
Mr. Hanley earned his BA in business administration and finance from The University of Texas at Austin and is a graduate of the National Defense University’s Information Resource Management Program. He holds board-level positions with several companies, including the Quarterline Company.

Ms. Kathleen Cowles is a senior executive with over 30 years of national and international experience in strategic planning, marketing, and public relations, working with global business and government organizations. A highly motivated, results-oriented leader with an extensive knowledge of the information technology community, Ms. Cowles’s proven ability to identify and capitalize on business opportunities, lead teams, and deliver results are the unparalleled assets she employs on behalf of Deep Water Point clients.
Ms. Cowles leads Deep Water Point’s Emerging Technology and Innovation team. Future USG investment requires an understanding of the technology landscape, translation of innovation needs, and business opportunity spotting. Ms. Cowles works with clients that are leaders and or contributors in innovative technologies, platforms, or solutions specifically seeking to open or expand their ‘innovation’ presence in the USG.
Prior to joining Deep Water Point, Ms. Cowles was the director of corporate and government affairs for LGS Innovations (LGS), the federal subsidiary of Alcatel-Lucent (ALU) and Bell Labs. During her 20-year career at LGS, she was also the marketing director during the merger of Alcatel and Lucent and was a part of the management integration team during the creation of the LGS subsidiary. Her last assignment was creating and managing the government relations plan for the corporation. In her corporate affairs role, she served as liaison between LGS and global ALU organizations supporting public sector solutions and services. Last, she supported the ALU Government Affairs team regarding activities involving the legislative and executive branches of the U.S. Government.
Ms. Cowles also spent 10 years abroad in Kenya, Egypt, and Hungary working with the U.S. State Department/U.S. Agency for International Development advancing U.S. business interests.
Ms. Cowles is a graduate of the University of Maryland and active in the University’s alumni and mentoring programs.
With a deep spirit of volunteerism, Ms. Cowles is currently the President of AFCEA Bethesda and longtime AFCEA International member where she has served in various committee and board positions. She received the AFCEA 2021 Medal of Merit and the AFCEA 2016 Chairman’s Award. She currently leads the International Association of Chiefs of Police (IACP) AI subcommittee under the Communications and Technology Committee. She is a former Board member of the Industry Advisory Council (IAC) and graduate of the Partners Program. She has held additional IAC leadership roles as the 2014 Executive Leadership Conference and ELC Technology Innovation programs.
Ms. Cowles has supported Wounded Warrior, Junior Achievement International (founder and President in Hungary) American International School of Budapest (Board Chairman and founding member) and was honored to receive the U.S. State Department Volunteer of the Year Award. Brian Seagrave

Mr. Brian Seagrave is a senior technology solutions leader with over 30 years of experience in solution architecture, business development and sales, and program delivery. He has delivered strategies for transformation to IT as a service, cloud infrastructure and applications, enterprise service automation, and mission systems for homeland security. A proven developer and manager of businesses, teams, solutions, and strategies to address domestic and international government market opportunities, Mr. Seagrave is experienced in defense, intelligence, homeland security, and IT products and services. His unique insight and ability to detect opportunity, map capabilities, and define strategy greatly benefit Deep Water Point clients.
Mr. Seagrave comes to Deep Water Point from IT sales leadership positions, most recently as Vice President and General Manager, Solutions and Services, for Govplace, Inc. He achieved a three year compound annual growth rate of over 4000% in pure services revenues, while defining, designing, developing, and leading a new unit for IT managed services and hybrid cloud solutions. Mr. Seagrave was responsible for all aspects of strategy, marketing, business development, research and development (R&D), operations, and profit center for that unit. He came to that position after serving as vice president of Raytheon Homeland Security, where he led the company’s global homeland security market – including development, integration, and implementation of strategy, business development, capture management, product development, go-to-market plan, and capital deployment strategy – and built its security operations consulting unit.
Previously, Mr. Seagrave was Partner, Border and Critical Infrastructure Protection for Unisys Federal, where he was general manager and program executive for SBInet delivery as subcontractor to Boeing. He led the capture and deployment of SBInet and of the EAGLE contract vehicle, and he transformed the company’s homeland security sales organization from order booking to business development, expanding into missions solutions integration. Earlier in his career, he served as Director, Enterprise Business Solutions, for Computer Sciences Corporation (CSC), leading business development for federal Enterprise Resource Planning solutions.
Mr. Seagrave earned his BA in English and his BS in management from George Mason University. He has completed leadership programs at The Wharton School (University of Pennsylvania), Thunderbird School of Global Management, and Pepperdine University. Mr. Seagrave has studied contract administration and Shipley proposal and contract management. Ms. Meghan DiAndrea is a proven leader focused on driving enterprise organizational performance and translating business strategy into powerful people strategy. With over 10 years within the federal government contracting arena specializing in corporate operations, Ms. DiAndrea supports engagements within Deep Water Point & Associates’ transaction advisory and strategy and management lines of business, focused on post-merger integrations. She utilizes her more than 15 years of human resources and corporate operations experience to optimize organizations post integration.
Prior to joining Deep Water Point & Associates, Ms. DiAndrea was a principal at Wolf Den Associates. She previously held human resources leadership roles at small to mid-size government contractors including Golden Key Group, ASI Government and E3 Federal Solutions. In her role, she established cross-functional operations teams focused on core system, policy and procedure implementations that enabled her organizations to achieve growth. Ms. DiAndrea’s background in strategic communications as well as organizational change and development proved influential in this role.
Ms. DiAndrea received a BS in public relations from West Virginia University. She also holds a Veterans at Work Certificate from the SHRM Foundation and is an SHRM Senior Certified Professional.

Ami Retamoza

Ms. Ami Retamoza serves as the vice president of strategy and management consulting focused on providing clients with strategy development, organizational assessment, market assessment, new market entry, and opportunity capture. She is an experienced business process improvement and team optimization expert — in particular, in business capture and development. She brings a unique practitioner perspective as a former COO who built internal systems and processes, and developed business development (BD) professionals to triple the size of her previous company.
Prior to joining Deep Water Point & Associates, Ms. Retamoza was vice president of strategy at Wolf Den Associates. Before becoming COO she worked her way up the ranks of several government consulting firms largely focused in the areas of energy efficiency, public safety, emergency management, and emergency communications. She provided project management, strategy development, facilitation, meeting design, program measurement, stakeholder engagement, nationwide tools development, and grants management support primarily to the Department of Commerce, Department of Homeland Security, and Department of Health and Human Services. Ms. Retamoza also worked with state and local communities to effectively implement federal grant funds and directives.
Among her main achievements was the elimination of 10-codes on emergency radio systems in the Commonwealth of Virginia, implementing mandatory emergency communications planning nationwide, and measuring the effectiveness of emergency communications planning nationwide.
Ms. Retamoza received a BA in biology from Hollins University and an MA in policy from The George Washington University. She holds a PMP certification from The Project Management Institute.

Brigadier General Ronald M. Bouchard, USA, Ret., is a senior IT business leader with more than 30 years of experience in cybersecurity, resource management, strategic planning, IT training and development, network operations, and data and voice systems. He has planned and implemented automation and communications systems for the U.S. Army, Joint Commands and in the private sector. Deep Water Point clients significantly benefit from Mr. Bouchard’s background in operations management, capture and business development, as well as, by his technical IT and cyber expertise.
Prior to joining Deep Water Point, BG Bouchard served as senior vice president, operations and deputy general manager, Global Services Sector for NCI Information Systems. There, he was responsible for providing leadership, direction, and oversight to the Sector’s four operational units, while ensuring that NCI’s Global Services Sector’s business growth, revenue and profit goals were achieved. At NCI, Mr. Bouchard managed key programs, oversaw contract execution, and ensured completion of customer requirements. He served as a key business opportunity strategist, executive lead on proposals, and operations lead on large proposal efforts.
BG Bouchard joined NCI after retiring from the U.S. Army. He has experience in planning, implementing, and overseeing automation and communications systems for the U.S. Army and for joint organizations. His assignments as a Colonel and Brigadier General included: director, Resource Management, United States Army Air Defense Artillery Center and Fort Bliss; chief of staff, United States Army Cadet Command; Commander, 1st Signal Brigade; Executive Officer to the Commander, UNC/CFC/USFK; deputy commanding general, U.S. Army Signal Center and Fort Gordon; director for Communications System (J6), U.S. Pacific Command; and, deputy chief of staff G-6, U.S. Army Forces Command.
BG Bouchard earned his BA from the University of New Hampshire (UNH) and an MBA, with a focus on comptrollership, from Syracuse University. He attended the US Army Command and General Staff College, U.S Army War College, and the Signal Officer Basic and Advanced Courses. He has earned a reputation as a hands-on executive working closely with industry executives and private equity firms to deliver results while reducing risk.
Prior to joining Deep Water Point & Associates, Mr. Brennan served as a managing director leading the transaction advisory line of business for Wolf Den Associates which included sourcing, due diligence, and post-merger integration offerings. He brings a practitioner perspective, having led consulting business units serving federal and commercial customers. With this experience, he developed and executed local market strategies, drove financial performance (P&L), managed client and internal-facing personnel, implemented business development and capture strategies, and oversaw human resources, recruiting, staffing, facilities, and contract management functions.
Before joining Wolf Den, Mr. Brennan established and led the Merger Integration practice at Celerity. Previously he was market lead for North Highland’s Washington DC office, held dual roles as president of Washington Consulting, Inc. and vice president and operations manager at Alion Science & Technology, and had roles of increasing responsibility at KPMG Consulting / Bearing Point, Arthur Andersen Business Consulting, and Dealy Strategy Group.

Mr. Robert Brunngraber is a senior IT leader with more than 30 years of experience in the federal Intelligence Community (IC). He has an extensive background in the full life-cycle development and procurement of integrated satellite ground systems, research and technology, concept development, marketing, budgeting, requirement and specification development, procurement and negotiation strategies, contracts, product acquisition, test and integration, and operations. Deep Water Point clients benefit immeasurably from Mr. Brunngraber’s program management acumen and his IT application skills.
Mr. Brunngraber comes to Deep Water Point from a career spanning federal agencies and steadily increasing in responsibility and technical expertise. His most recent position was as assistant deputy director of National Intelligence for Acquisition within the Office of the Director of National Intelligence (DNI), where he advised the DNI and principal deputy DNI on high-profile acquisition issues and managed Congressional reports and oversight for all IC MSAs. He delivered critical analysis directly to the PDDNI that was utilized to develop IC agencies’ program priorities.
Mr. Brunngraber previously served in the National Geospatial Intelligence Agency (NGA), the National Reconnaissance Office (NRO), the National Security Agency (NSA), and the Central Intelligence Agency (CIA). Responsibilities included infrastructure acquisitions, architecture and engineering, contract restructures, multi-billion-dollar annual budget oversight, and personnel management. Areas included NGA worldwide IT systems, Imagery Intelligence (IMINT), NRO spacecraft and ground processing assets, and intel integration.
Mr. Brunngraber earned his BS in computer science from the Rochester Institute of Technology and his MS in computer science and mathematics from George Washington University. He is a recipient of the Intelligence Commendation Medal and the National Reconnaissance Office’s Medal for Superior Service. Ms. Amy Caro is a senior leader in the healthcare management industry with over 34 years with civilian and defense agencies as well as state governments in the management, analysis, design, development, and implementation of large-scale automated financial, health, and related mission critical information systems. Deep Water Point & Associates clients greatly benefit from Ms. Caro’s depth of knowledge and vast experience with of the federal health industry, including clinical systems, life sciences, public health, healthcare and benefits management as well as the systems and methods needed to support the transformation of the industry.
Prior to joining Deep Water Point (now Deep Water Point & Associates), Ms. Caro was a senior leader in Northrop Grumman’s Health business for over a decade. Most recently, as vice president of Northrop Grumman’s Health Solutions, she managed the overall health business practice growing total revenue to $500M. She developed a comprehensive health strategy to capture market share at CMS, CDC, NIH and FDA which enabled Northrop to be the #2 contractor at the Department of Health and Human Services. Ms. Caro also developed and executed a strategy to position Northrop at the Department of Veteran Affairs and Defense Health Agency around cyber, interoperability, and fraud. She assessed investment strategies for capability development as well as developed trusted senior level relationships to ensure offerings would meet customer needs. Programs that Ms. Caro has been involved in include: CDC CIMS, CIOSP3, NIH Cancer Moonshot, CMS ESD and SPARC, VA T4NG, MHS GENESIS as well as others.
Before Northrop Grumman, Ms. Caro was vice president for federal healthcare at CGI, formerly American Management Systems (AMS), where she worked for ten years. In that role, she grew the CMS business over tenfold in four years. Prior to joining AMS, Ms. Caro held senior positions at 8a firms such as Decision Systems Technologies, Inc. and RJO Enterprises where she focused on a wide range of federal customers including being involved in the Tricare program.
Ms. Caro earned a double bachelor’s in applied mathematics and administrative and management science from Carnegie Mellon University and a masters degree in business administration from The George Washington University. She has been involved with several professional organizations including Women in Technology, and the Health Information and Management Systems Society, and serves on the board of directors for several organizations including the American Red Cross and Easter Seals. In 2016 she received a Heroines of Washington lifetime achievement award from March of Dimes.

Prior to joining Deep Water Point & Associates, Mr. Catlaw was a vice president at Wolf Den Associates. He applied his industry and acquisition expertise to help clients design winning capture strategies, develop innovative solutions, and draft compelling proposals. His work has spanned technical and functional areas from IT operations and advanced analytics to overseas operations. His efforts have helped clients win contracts from <$10M to >$10B to secure core business, grow in new markets, and transform their businesses.
He was previously a senior manager at Booz Allen where he was responsible for leading capture, solutioning, and client programs. He provided expertise in all aspects of competitive capture and business development to successfully capture multi-award IDIQs, task orders, and standalone Department of Defense (DoD) contracts ranging from $100M-$2B. He managed a business portfolio supporting analytic, training, and operational requirements. He was responsible for day-to-day management of a $300M program and 100+ professionals.

Mr. Andrew (Andy) McCann is an award-winning executive with over 30 years of experience leading teams in the federal, state, local, and commercial markets. He has consistently delivered industry-leading growth and profitability by optimizing go-to-market and delivery organizations.
With an emphasis on client centricity, his experience in the information technology industry cuts across leading global firms and diverse industries. He has led the pursuit and capture of over 50 programs, the largest for $7 billion. Deep Water Point & Associates’ clients benefit greatly from Mr. McCann’s experience with sales, business development, sales leadership, executive leadership, strategic planning, and P&L management.
Prior to joining Deep Water Point & Associates, Mr. McCann served as AVP of global sales and large deal coach at Cognizant, where he helped lead a global sales transformation across all client facing roles. The effort focused on a “client first” approach, common selling language and common deal qualification criteria. This was accomplished by developing and implementing an intensive series of sales education programs and simulated case study. In addition, he aligned with large accounts to develop strategies for new logos and expanding existing accounts by applying effective executive selling techniques and driving enterprise digital transformations.
Previously, Mr. McCann was the vice president for growth in the defense sector for GDIT, where he was responsible for business development, capture, and solutioning. Earlier, Mr. McCann served as executive director and go-to-market leader for (NTT DATA) where he was the executive leading sales, the go-to-market organization, and strategy. He drove growth through hands-on sales of systems integration services, applications, and BPO solutions across the federal marketplace. He led sales organization transformation and recruited and hired an industry-leading sales team. He reorganized resources to maximize sales team efficiencies, and was responsible for a 30% increase YOY in booked TCV.
He spent 26 years at EDS/HP where he managed operations/P&L of more than $330M per year and led sales organizations that delivered more than $4B in annual sales. He has a track record of success achieving sales, revenue & profitability. He takes a collaborative approach working across diverse teams to bring the greatest value to the client and building strong relationships.

Mr. Ted Milone is Deep Water Point & Associates’ managing director for Market Intelligence, responsible for providing intelligence to advise strategic and business development (BD) initiatives and marketing efforts, uncovering key, practical information for BD strategies—gathering, analyzing, and conveying information relevant to federal market segments; incorporating competitor intelligence, capabilities intelligence, market analysis, and market research; and combining in-depth data, analytics, and insight that accelerates market decisions through superior results. In this role, Mr. Milone brings more than 25 years of experience delivering multimillion-dollar information technology (IT) solutions as a senior BD, capture management, and operations leader. He has a breadth of skills: shaping client strategies, managing customer relations, developing processes, serving as a consultative salesperson and win-win negotiator, and writing contract-winning proposals.
Prior to joining Deep Water Point (now Deep Water Point & Associates), Mr. Milone led operations, programs, BD, and sales for Tetra Tech. He developed and executed plans for the firm’s $32M annual profit and loss (P&L), and he led and managed a team of more than 200 staff supporting the Defense Information Systems Agency (DISA) Chairman of Joint Chiefs, Army Special Operations, Air Force Cyber and Intel Operations, and Army Surgeon General at locations nationwide. During his tenure, Mr. Milone won $312M in new and recompete contracts with new and existing clients, as well as Alliant 2 unrestricted GWAC, Air Force NETCENTS-2 Net-Ops small business, and Army IMCS III small business MAC/IDIQs. As unrestricted NC-2 program manager for Alliant 2 and CIO-SP3, he identified and secured large and small business partners, marketed to existing and new customers, served as corporate advocate for 36 operating units worldwide, and trained and equipped operations on proposal response.
Previously, as Department of Defense (DoD) practice leader for ODIN Technologies, Mr. Milone won $3M in new contracts for the firm. He led the implementation of a Defense Logistics Agency (DLA) enterprise IT solution for the government’s most complicated supply chain, overcoming a 40% increase in scope and a 30% decrease in time to deliver the project on time and under budget. Mr. Milone planned and executed deployment of an enterprise IT solution at 71 locations worldwide in fewer than 130 days, and he led efforts to analyze, design, build, install, test, and certify a customized technology solution for the Marine Corps Marine Logistics Group. He also conducted business process reviews, analysis, and design of legacy and future state enterprise solutions, crafting functional and technical network architectures.
Earlier, at BearingPoint, Mr. Milone won $20M in new and recompete contracts as manager of DoD and civilian healthcare. In that role, he led the DoD Military Health System (MHS) Enterprise Architecture governance and strategy project, and he led IT solution analysis, design, implementation, and management of a document imaging project across Department of Veteran Affairs (VA) and DoD entities. Mr. Milone provided consulting to the VA CIO for enterprise benefit claims processing redesign, and he facilitated strategy sessions, led enterprise reviews, and developed plans for integrating four geographically disparate systems development centers. He led the deployment of National Archives COTS package implementation, served as CMMI Implementation Lead, and provided Year 2000 PMO support for the White House and VA.
As program analyst at Robbins-Gioia, Mr. Milone provided management support for more than 75 multi-year funded IT projects, with a total budget exceeding $35M. He drafted and implemented yearly performance and information resource management (IRM) plans, outlined the strategic direction for effectively managing information resources and identifying scoring criteria needed for IRM support, and mapped and tracked organizational metrics and initiatives to higher headquarters’ objectives.
Mr. Milone served as an airlift operations officer in the Air Force, where he formulated and implemented policies for managing worldwide airlift, logistics, and communications support of the President and Vice President of the United States, heads of state, and high-ranking dignitaries.

Mr. Mike Mullen is a senior level industry executive with over 25 years’ experience in business strategy leadership management. His strong track record of enabling federal decision makers to achieve their goals through the acquisition of strategic IT and professional services make him an asset to all Deep Water Point & Associates clients.
Mr. Mullen is Deep Water Point & Associates’ small and mid-size business growth expert, focused on building efficient and effective growth engines across the business development life cycle. He has a strong track record growing start-up and transitioning (small to large) companies within the federal market.
Mr. Mullen has personally assisted 30 plus companies in accelerating their growth and/or navigating the transition to large business by reinvigorating their business develop engines and strategic plans and by focusing on adding “needle moving” revenue events through enhanced business development processes, significant captures, and M&A activities.
Prior to joining Deep Water Point (now Deep Water Point & Associates), Mr. Mullen served as senior vice president and chief business development officer at Project Performance Corporation (PPC). In this role, he oversaw and managed the firm’s strategic direction, business development, and marketing and proposal development. He successfully led them through a post-acquisition integration period by focusing on strategic account planning leading to improved pipeline and proposal productivity.
Mr. Mullen established himself as a successful leader and business grower in the federal market at INDUS Corporation. During his 16-year tenure at INDUS, he led the company’s growth from a start-up venture to a $100+ million enterprise across the federal marketplace. This achievement earned the company recognition among the Inc. 5000 Fastest Growing Private Companies in America, and four consecutive years on the Washington Technology Fast 50 list. Mr. Mullen was responsible for leading and overseeing the company’s entire business development life-cycle during this record setting growth and won significant game-changing contracts such as: GSA’s $50 billion Alliant program; Commerce’s $8 billion COMMITS program; Transportation’s $275 million FITSS program; FBI’s $125 million IT Support Procurement; NASA’s $150 million Business Applications and Sustaining Engineering program; and Health and Human Services $60 million ITSC program.
Mr. Mullen recently completed a 4-year board tenure serving as vice chair at-large for the Industry Advisory Council (IAC) Executive Committee. In his executive committee role, Mr. Mullen supported the development of ACT-IAC’s Education & Training initiatives focused on driving greater value to both government and industry members. Mr. Andrew Stringer is a vice president within Deep Water Point & Associates, specializing in the Strategy and Management Consulting line of business. He has more than 20 years of experience in the federal domain serving in a wide variety of consulting, public policy, and government relations roles. For the past decade, Andrew has been a leader of business development, capture, and other growth functions at small, mid-tier, and large businesses from start-up phase through inorganic growth, and ultimately acquisition. He has significant experience identifying, qualifying, bidding, and ultimately winning net new and recompete work at the Department of Homeland Security (DHS), Office of the Secretary of Defense, Department of Justice, Department of Transportation (DOT), and other civilian agencies. He has been active in integrating acquisitions into enterprise growth strategies as well as developing and executing small business graduation strategies.
Prior to joining Deep Water Point & Associates, Mr. Stringer was vice president of business development and capture at Avantus Federal (now QinetiQ US). He led long-term strategy, growth, and pipeline development for high-value accounts within DHS and civilian agencies. He oversaw teams to qualify, capture, and bid prime and strategic subcontractor opportunities with annual growth targets of over $120M. He had major wins developing IT project management, data analytics, identity management, mission support, and research and development solutions at GSA, Census Bureau, DOT, Customs and Border Protection (CBP), Science and Technology Directorate (S&T), and DHS headquarters.
Previously Mr. Stringer held several roles regarding business development and capture atAvantus and predecessor organizations. He qualified, captured, and bid high-priority opportunities in DHS and DoD with major wins in CBP, Transportation Security Administration (TSA), the Office of the Undersecretary of Defense, and the DoD Undersecretary for Policy. He developed and implemented recompete strategies to retain over $150M in existing DHS business across multiple contract vehicles (GSA OASIS, GSA Schedules, etc.) and led strategic planning efforts to build a sustainable, long-term, business development pipeline for DHS accounts.
Earlier, Mr. Stringer provided public policy and advocacy support at Washington Partners, LLC to a variety of K-12 and higher education clients. At Washington Partners, Mr. Stringer specialized in helping clients navigate the federal budget and appropriations process.
