Howard Seeger
Chief Executive Officer
Mr. Howard Seeger is the founder and managing partner and chief executive officer of Deep Water Point. A well respected senior executive and business leader, Mr. Seeger has assembled a team of former senior government and industry executives to assist Deep Water Point clients in navigating the public sector market to reach their business goals. This group of talented leaders provides complete life cycle consulting services that enable Deep Water Point clients to pursue both strategic and tactical opportunities in support of their federal objectives.
Prior to establishing Deep Water Point, Mr. Seeger held numerous executive leadership positions in which he was responsible for upwards of $400 million in federal business revenue. As vice president of sales for Qwest, Mr. Seeger created a new business unit that owned the portfolio of systems integrators involved in outsourcing engagements throughout federal, state and local governments as well as commercial enterprise markets. He also developed go-to-market strategies to expand business into all federal government agencies. Over a four year period, Mr. Seeger grew Qwest’s government services revenue from $75 million to $400 million.
Throughout Mr. Seeger’s career, he has exceeded goals in sales leadership, strategic planning for multi-national organizations and has proven his ability to create value propositions for corporate lines of business. His ability to create long term, trusted relationships within the federal government and the related business community, coupled with his knowledge and understanding of how to succeed in the federal marketplace, has afforded him the opportunity to create the impressive Deep Water Point team and bring that value to his clients.
Mr. Seeger is a graduate of the U.S. Naval Academy and holds an MS in Information Systems from the Naval Postgraduate School.

Kim Pack
President
Ms. Kim Pack is a proven business executive with more than 30 years of federal and commercial management experience spanning business development, capture, IT operations, GWAC and schedules program management, and corporate strategic alliances. She is dedicated to customer relations and exceptional performance standards, providing solutions in the areas of enterprise management, CRM, cyber security, applications development, and cloud computing. Ms. Pack has worked as a subject matter expert in cloud acquisition for the General Services Administration and drove strategy for the access, acquisition, and adoption of cloud technology throughout the federal government.
Prior to joining Deep Water Point & Associates, Ms. Pack was the CEO of Wolf Den Associates, a leading strategy and management consulting firm focused on the federal market. Before her promotion to CEO, Ms. Pack stood up and led Wolf Den’s strategy and management consulting line of business and managed a portfolio of clients spanning small businesses to large systems integrators – supporting projects across the growth lifecycle. She is an expert provider of objective advice and expertise to help clients solve issues, create value, maximize growth, and improve business performance.
Previously, Ms. Pack served as an executive director at InfoReliance, where she oversaw capture of strategic opportunities and developed an Alliant small business-fed pipeline. She led the identification, pursuit, and capture efforts for federal opportunities, managing the work progress of proposal teams and providing strategic plans for future growth.
Earlier, Ms. Pack was a business development executive at CSC, where she directed a team of 20 business development executives, providing guidance, coaching, management, and organization to achieve the common goal of growing a $2B IT services pipeline. She increased the North American public sector’s profitability by leveraging horizontal organizations and service offerings throughout CSC to deliver cloud computing initiatives, consulting practices, cyber security, and supply chain management services across the sector.

Mr. Paul Garver is a proven industry executive with over 30 years of leadership experience in the product based technology market. Over the course of his tenure, he has significantly contributed to the achievements of his employers and clients through creating and implementing complete and mature business models and strategic/tactical approaches to significantly grow the business. He has developed expertise in successful business and organizational models, ensuring all major components of the model are working in a leveraged fashion. Mr. Garver’s ability to connect with customers, understand their needs and increase their success within the federal marketplace allows him to provide unparalleled value to Deep Water Point business. Mr. Garver is adept at identifying client requirements and needs, applying the specific subject matter expertise available from Deep Water Point to meet the requirements.
Prior to joining Deep Water Point, Mr. Garver served as president and CEO of Quest Software Public Sector Inc. There, he was responsible for the Public Sector Group which covered the U.S. federal government, state and local governments, and higher education in all 50 states. In this role, Mr. Garver oversaw all operations including sales, marketing, administration, business development, channels and alliances, public relations, messaging, TS facility clearance and FSO functions, pre-sales technical and professional services systems consulting. As a result of his efforts, revenue grew from $1M to $150M over an eleven-year period with a 22% attach rate of professional services to license sales.
Other career highlights include sales and marketing management positions focused on the government and international marketplace with companies including Information Builders, Attachmate Corporation and IBM.
Mr. Garver holds a BA in economics from the University of Maryland and has a history with industry and government professional IT associations including GITEC, USO – Metro and AFCEA. In 2005, he was named one of Federal Computer Week’s Federal 100 winners and is the recipient of IPIC’s 2001, 2002 and 2005 President’s Award for Superior Support and Contribution. Mr. Garver is a board member of USO–Metro and is on the Executive Committee. He has also served as chairman of the AFCEA/DC USO Metro Golf Tournament from 2007 – 2010 and was chairman of a major committee for the US Open Championship held at Congressional Country Club in 2011.

Mr. Brian Seagrave is a senior technology solutions leader with over 30 years of experience in solution architecture, business development and sales, and program delivery. He has delivered strategies for transformation to IT as a service, cloud infrastructure and applications, enterprise service automation, and mission systems for homeland security. A proven developer and manager of businesses, teams, solutions, and strategies to address domestic and international government market opportunities, Mr. Seagrave is experienced in defense, intelligence, homeland security, and IT products and services. His unique insight and ability to detect opportunity, map capabilities, and define strategy greatly benefit Deep Water Point clients.
Mr. Seagrave comes to Deep Water Point from IT sales leadership positions, most recently as Vice President and General Manager, Solutions and Services, for Govplace, Inc. He achieved a three year compound annual growth rate of over 4000% in pure services revenues, while defining, designing, developing, and leading a new unit for IT managed services and hybrid cloud solutions. Mr. Seagrave was responsible for all aspects of strategy, marketing, business development, research and development (R&D), operations, and profit center for that unit. He came to that position after serving as vice president of Raytheon Homeland Security, where he led the company’s global homeland security market – including development, integration, and implementation of strategy, business development, capture management, product development, go-to-market plan, and capital deployment strategy – and built its security operations consulting unit.
Previously, Mr. Seagrave was Partner, Border and Critical Infrastructure Protection for Unisys Federal, where he was general manager and program executive for SBInet delivery as subcontractor to Boeing. He led the capture and deployment of SBInet and of the EAGLE contract vehicle, and he transformed the company’s homeland security sales organization from order booking to business development, expanding into missions solutions integration. Earlier in his career, he served as Director, Enterprise Business Solutions, for Computer Sciences Corporation (CSC), leading business development for federal Enterprise Resource Planning solutions.
Mr. Seagrave earned his BA in English and his BS in management from George Mason University. He has completed leadership programs at The Wharton School (University of Pennsylvania), Thunderbird School of Global Management, and Pepperdine University. Mr. Seagrave has studied contract administration and Shipley proposal and contract management. He also participated in the Raytheon Executive Leadership Summit and has trained in sales of VMWare, Amazon Web Services, ServiceNow, and SoftLayer.

Charlie Hanley

Mr. Charles (Charlie) Hanley is a senior business leader with more than 30 years of experience in growth, acquisition integrations, organizational restructuring, and enterprise turnaround in the services sector, primarily in the information technology (IT) and global systems integration market. His career record includes winning more than 40 programs, and fostering a vast network of government and industry contacts. Deep Water Point clients benefit greatly from Mr. Hanley’s profit, integrity, and accountability mindset and his nurturing of engagement with employees, customers, and community.
Prior to joining Deep Water Point, Mr. Hanley served as Chief Growth Officer and Executive Vice President of Business Development for telehealth software company ViiMed. In that role, he was responsible for all business development and sales-related activities, and he focused on generating growth outcomes from within the portfolio of customers and outside the existing business base.
Previously, Mr. Hanley served first as Senior Vice President for Information Technology and then as CEO of Project Performance Corporation (PPC), a management consulting firm providing advisory services and IT solutions to federal, state, and local government agencies, as well as to commercial entities worldwide. He guided the company through the transition from a small, privately held company to one publicly traded on the London Stock exchange, after PPC’s acquisition by London-based AEA Technology.
Earlier, Mr. Hanley held executive positions with Northrop Grumman and Federal Data Corporation. At Northrop Grumman, he increased the performance of each of three separate $100 million organizations in the areas of profitability, revenue growth, and customer satisfaction. At the privately held Federal Data Corporation, the company was widely recognized as one of the first federal systems integrators, and he spent 14 years focused in the areas of business development and marketing. During this period, he was responsible for winning more than 30 separate programs with an estimated contract value beyond $2 billion. He made significant contributions in the areas of marketing, sales, and operational leadership, and he helped the firm expand its business base and federal footprint until it was acquired by private equity firm The Carlyle Group.
Mr. Hanley earned his BA in business administration and finance from The University of Texas at Austin and is a graduate of the National Defense University’s Information Resource Management Program. He holds board-level positions with several companies, including the Quarterline Company.

Mr. Noah Teates has extensive experience with developing go-to-market strategies for products and services, managing capture and proposal teams to win billion-dollar programs, and leading management consulting engagements to radically increase the effectiveness of business development, capture, and proposal organizations for companies ranging from seven to eleven figures in value. He engages directly with industry and government executives and manages diverse cross-functional teams for clients ranging from big-three consulting firms to global weapons systems integrators, solving every problem between concept and revenue – as he did for his own portfolio as a program manager.
Prior to joining Deep Water Point & Associates, Mr. Teates served as chief customer officer for Wolf Den Associates where he partnered with customers to tackle their most impactful growth challenges, whether doubling the size of a small business or helping a market leader take away billion-dollar chunks of competitors’ revenue. He helped win classified and unclassified contracts ranging from small teams to hundreds of FTEs providing classic IT services (infrastructure support; Agile, DevOps, and continuous integration; and cloud assessment and migration) as well as scientific, analytic, digital, and cyber expertise. Beyond IT, he helped win OCONUS contracts ranging from embassy operations support services to mobile and static armed guards with SpecOps experience. His deal size ranges from under $1M to more than $20B, frequently with hundreds of millions in revenue at stake. His most frequent clients include big-three and big-four consulting firms; specialized small businesses in the federal civilian, defense, and intelligence communities; and some of the largest defense contractors in the world.
Previously, Mr. Teates served around the Beltway as a program manager, capture manager, proposal manager, and smokejumper when projects needed fixing. His portfolio over the years included classic IT, emergency management (circa Hurricanes Rita and Katrina), policy, and communications programs.

Ms. Fournier is an experienced executive with over 35 years of federal market experience.
In her current capacity as Chief Administrative Officer at Deep Water Point & Associates, she plans and directs all aspects of the organization’s staff and service functions. Oversees Finance, Human Resources, Contracts, Operations and Security. Works closely with CEO, COO, CGO and Controller to position the company for growth, and is responsible for ensuring the successful operations of the company with strategic oversight and execution of key strategic initiatives and KPIs
Ms. Fournier is instrumental to the development of the company’s financial management strategy and strategic goals. She is also responsible for corporate growth and improvement in accordance with the company’s annual growth plans.
Ms. Fournier and her team manage day-to-day operations and the operational relationships associated with over 450 senior executive consultants and 350 clients. She directs all client contracting and contract development activities, resource management, accounting, and invoicing. As the company’s operations executive, she has managed to reduce the client invoicing cycle time well below industry standards which has put the company on solid financial footing.
Prior to joining Deep Water Point in 2012, she held positions at Merrill Lynch, Martin Marietta, Digital Equipment Corporation, Compaq and Microsoft serving in capacities such as Operations Management and in varied project management roles.
Ms. Fournier studied at a private Business School and completed relevant courses, seminars and training in her field. She has been recognized throughout her career as bringing increased business and operational efficiencies. She has been instrumental in resolving backfill issues that maximize future revenue and has been a successful leader with the creation, implementation of processes, procedures, identifying deficiencies in businesses. She developed revenue and cost forecasts and helped to establish key performance indicators for tracking. She has hired and coached Deep Water Point’s operations organization (most of whom are cross functional), to achieve revenue and customer service objectives.

Kathleen Cowles

Ms. Kathleen Cowles is a senior executive with over 30 years of national and international experience in strategic planning, marketing, and public relations, working with global business and government organizations. A highly motivated, results-oriented leader with an extensive knowledge of the information technology community, Ms. Cowles’s proven ability to identify and capitalize on business opportunities, lead teams, and deliver results are the unparalleled assets she employs on behalf of Deep Water Point clients.
Ms. Cowles leads Deep Water Point’s Emerging Technology and Innovation team. Future USG investment requires an understanding of the technology landscape, translation of innovation needs, and business opportunity spotting. Ms. Cowles works with clients that are leaders and or contributors in innovative technologies, platforms, or solutions specifically seeking to open or expand their ‘innovation’ presence in the USG.
Prior to joining Deep Water Point, Ms. Cowles was the director of corporate and government affairs for LGS Innovations (LGS), the federal subsidiary of Alcatel-Lucent (ALU) and Bell Labs. During her 20-year career at LGS, she was also the marketing director during the merger of Alcatel and Lucent and was a part of the management integration team during the creation of the LGS subsidiary. Her last assignment was creating and managing the government relations plan for the corporation. In her corporate affairs role, she served as liaison between LGS and global ALU organizations supporting public sector solutions and services. Last, she supported the ALU Government Affairs team regarding activities involving the legislative and executive branches of the U.S. Government.
Ms. Cowles also spent 10 years abroad in Kenya, Egypt, and Hungary working with the U.S. State Department/U.S. Agency for International Development advancing U.S. business interests.
Ms. Cowles is a graduate of the University of Maryland and active in the University’s alumni and mentoring programs.
With a deep spirit of volunteerism, Ms. Cowles is currently the President of AFCEA Bethesda and longtime AFCEA International member where she has served in various committee and board positions. She received the AFCEA 2021 Medal of Merit and the AFCEA 2016 Chairman’s Award. She currently leads the International Association of Chiefs of Police (IACP) AI subcommittee under the Communications and Technology Committee. She is a former Board member of the Industry Advisory Council (IAC) and graduate of the Partners Program. She has held additional IAC leadership roles as the 2014 Executive Leadership Conference and ELC Technology Innovation programs.
Ms. Cowles has supported Wounded Warrior, Junior Achievement International (founder and President in Hungary) American International School of Budapest (Board Chairman and founding member) and was honored to receive the U.S. State Department Volunteer of the Year Award. Ms. Debbie Dowling is an accomplished business leader with more than 30 years of experience in the IT industry encompassing business development, sales, and delivery of systems integration, software development, and consulting services. Her demonstrated leadership, technical knowledge, and multi-agency government experience and relationships provide Deep Water Point & Associates clients with unmatched support.
Ms. Dowling established herself as a business development professional, serving in various related roles at Electronic Data Systems, SAIC, and most recently, InfoPro Incorporated.
As SAIC’s vice president, Homeland Security Solutions, Ms. Dowling achieved 44% revenue growth and significantly improved customer relations while managing and delivering on the firm’s $177 million a year division’s accounts. She led proposal activities for more than 90% of existing business re-competes resulting in wins valued at $460 million as well as new contracts valued at $250 million. Prior to serving in that role, Ms. Dowling was vice president of business development, spearheading strategic business development efforts, resulting in more than $150 million of new business and achieving a 100% new business contract win rate.
At InfoPro, Ms. Dowling planned and directed all aspects of business, development, capture management, and proposal development for the Department of Homeland Security and other government arenas, serving as a key contributor to and negotiator of two subcontract wins with an estimated value of $30 million.
Ms. Dowling earned her BBA in management information systems from James Madison University and her MS in computer science from the University of Southern Mississippi. She was named a finalist of Women in Technology Leadership in the category of Corporate Public Sector Large Business and an Outstanding Partner Team member of the IAC Partners Program. She was named Volunteer of the Year by the Women in Technology Nominating Committee and is a member of the EDS Sales Club. Andy Patrichuk

Mr. Andy Patrichuk is a proven executive leader with over 25 years of experience in operation, program and executive management. He has led complex, mission critical programs which were geographically dispersed and schedule driven. As a result of his focus on strong financial and program performance, as well as his commitment to creating collaborative work environments, Mr. Patrichuk makes immeasurable contributions to Deep Water Point & Associates clients.
Prior to joining Deep Water Point (now Deep Water Point & Associates), Mr. Patrichuk was an integral senior level executive at Lockheed Martin. Initially as operations director, Mr. Patrichuk successfully deployed the Display System Replacement Program (DSR) to the twenty en route air traffic control centers ahead of schedule, earning a $10M incentive payment for the company. He and his team then went on to achieve similar success on the New En Route Center (NERC) program for the UK National Air Transportation Service, turning around a significantly delinquent program.
As vice president of the TSA Strategic Airport Security Rollout program, he led the capture of this $500M program. His team ultimately deployed all 429 airports, on time and under budget. For this accomplishment, he and his team were personally recognized by the Deputy Secretary for the Department of Transportation and the Transportation Security Administrator.
Mr. Patrichuk has led organizations responsible for the capture of several significant programs including the Geostationary Communication and Control Segment Program for the FAA, The NARA Electronic Records Archive Program and the Decennial Response Integration System for the US Census Bureau. His organization was selected four times for Lockheed Martin’s IT NOVA Award, recognizing excellence in performance.
Most recently as operations vice president of Enterprise IT & Data Solutions, he was responsible for P&L, meeting customers’ requirements and generating new business growth for a $1B enterprise IT and information management line of business. There, he built a dedicated performance team of over 2,000 employees and met cost and schedule objectives on all programs for customers including: DHS headquarters, TSA, HUD, NASA, JPL, NARA, SSA, HHS, GSA and the UK Office for National Statistics and Statistics Canada.

Mr. Dan Catlaw has 24 years of business develop and management experience in the federal market, with expertise in all aspects of competitive development gained through successful efforts on large IDIQs, task orders, and standalone federal government contracts, including the largest federal services contract ever awarded. Deep Water Point & Associates clients benefits from his ability to leverage diverse technical and analytic capabilities to develop innovation solutions to address the federal government’s highest priority requirements.
Prior to joining Deep Water Point & Associates, Mr. Catlaw was a vice president at Wolf Den Associates. He applied his industry and acquisition expertise to help clients design winning capture strategies, develop innovative solutions, and draft compelling proposals. His work has spanned technical and functional areas from IT operations and advanced analytics to overseas operations. His efforts have helped clients win contracts from <$10M to >$10B to secure core business, grow in new markets, and transform their businesses.
He was previously a senior manager at Booz Allen where he was responsible for leading capture, solutioning, and client programs. He provided expertise in all aspects of competitive capture and business development to successfully capture multi-award IDIQs, task orders, and standalone Department of Defense (DoD) contracts ranging from $100M-$2B. He managed a business portfolio supporting analytic, training, and operational requirements. He was responsible for day-to-day management of a $300M program and 100+ professionals.

Cameron Hogan

Mr. Cameron Hogan has more than 35 years of experience successfully growing and scaling companies across a wide variety of industries and in different corporate lifecycles. A former chief strategy and growth officer, he possesses expertise in strategy, growth, and management consulting at large and small organizations within the federal market. Prior to returning to the federal space, he was a management consultant to Fortune 500 and large to mid-sized firms in the private sector. His career has been focused on helping clients engage employees to dramatically grow their businesses during times of rapid change and uncertainty. He has supported organizational change and optimization in both the public and private sectors (manufacturing, financial services, and media).
Prior to joining Deep Water Point & Associates, Mr. Hogan was managing director for the strategy and management consulting line of business at Wolf Den Associates where he utilizes his background in growing companies to support clients in designing successful strategies and effectively implementing them.
Previously, Mr. Hogan served as a chief strategy officer at E3 Federal Solutions, a rapidly expanding mid-tier professional services firm, where he designed and executed the strategy resulting in 700% growth in five years prior to sale to New Spring Holdings. With over 650 employees, E3 built a broad presence throughout defense, homeland security and select civilian agencies.
Earlier, Mr. Hogan was the chief operating officer of the management consultancy Touchstone Consulting where he was directly responsible for the day-to-day running of the business, including consulting operations, business unit management, business development, finance, contracts and facilities.

Mr. Marty Brennan has more than 20 years of experience in the management and technology consulting space developing and implementing business, operational, and IT strategies for both public and private sector clients. He develops merger integration strategies for deals ranging from multi-billion to tuck-in and led integration management efforts to achieve operational and synergy targets on schedule. He has earned a reputation as a hands-on executive working closely with industry executives and private equity firms to deliver results while reducing risk.
Prior to joining Deep Water Point & Associates, Mr. Brennan served as a managing director leading the transaction advisory line of business for Wolf Den Associates which included sourcing, due diligence, and post-merger integration offerings. He brings a practitioner perspective, having led consulting business units serving federal and commercial customers. With this experience, he developed and executed local market strategies, drove financial performance (P&L), managed client and internal-facing personnel, implemented business development and capture strategies, and oversaw human resources, recruiting, staffing, facilities, and contract management functions.
Before joining Wolf Den, Mr. Brennan established and led the Merger Integration practice at Celerity. Previously he was market lead for North Highland’s Washington DC office, held dual roles as president of Washington Consulting, Inc. and vice president and operations manager at Alion Science & Technology, and had roles of increasing responsibility at KPMG Consulting / Bearing Point, Arthur Andersen Business Consulting, and Dealy Strategy Group.
Mr. Brennan has a BA in mathematics from Yale University and an MBA from Georgetown University McDonough School of Business.

Rob Brunngraber

Mr. Robert Brunngraber is a senior IT leader with more than 30 years of experience in the federal Intelligence Community (IC). He has an extensive background in the full life-cycle development and procurement of integrated satellite ground systems, research and technology, concept development, marketing, budgeting, requirement and specification development, procurement and negotiation strategies, contracts, product acquisition, test and integration, and operations. Deep Water Point clients benefit immeasurably from Mr. Brunngraber’s program management acumen and his IT application skills.
Mr. Brunngraber comes to Deep Water Point from a career spanning federal agencies and steadily increasing in responsibility and technical expertise. His most recent position was as assistant deputy director of National Intelligence for Acquisition within the Office of the Director of National Intelligence (DNI), where he advised the DNI and principal deputy DNI on high-profile acquisition issues and managed Congressional reports and oversight for all IC MSAs. He delivered critical analysis directly to the PDDNI that was utilized to develop IC agencies’ program priorities.
Mr. Brunngraber previously served in the National Geospatial Intelligence Agency (NGA), the National Reconnaissance Office (NRO), the National Security Agency (NSA), and the Central Intelligence Agency (CIA). Responsibilities included infrastructure acquisitions, architecture and engineering, contract restructures, multi-billion-dollar annual budget oversight, and personnel management. Areas included NGA worldwide IT systems, Imagery Intelligence (IMINT), NRO spacecraft and ground processing assets, and intel integration.
Mr. Brunngraber earned his BS in computer science from the Rochester Institute of Technology and his MS in computer science and mathematics from George Washington University. He is a recipient of the Intelligence Commendation Medal and the National Reconnaissance Office’s Medal for Superior Service. He has been awarded numerous exceptional, annual, and team performance awards as well as the ODNI Award for Acquisition Excellence. Mr. Brunngraber holds Top Secret/SCI clearance with current BI and full life-cycle polygraph.

Ron Bouchard
Managing Director, Defense
Brigadier General Ronald M. Bouchard, USA, Ret., is a senior IT business leader with more than 30 years of experience in cybersecurity, resource management, strategic planning, IT training and development, network operations, and data and voice systems. He has planned and implemented automation and communications systems for the U.S. Army, Joint Commands and in the private sector. Deep Water Point clients significantly benefit from Mr. Bouchard’s background in operations management, capture and business development, as well as, by his technical IT and cyber expertise.
Prior to joining Deep Water Point, BG Bouchard served as senior vice president, operations and deputy general manager, Global Services Sector for NCI Information Systems. There, he was responsible for providing leadership, direction, and oversight to the Sector’s four operational units, while ensuring that NCI’s Global Services Sector’s business growth, revenue and profit goals were achieved. At NCI, Mr. Bouchard managed key programs, oversaw contract execution, and ensured completion of customer requirements. He served as a key business opportunity strategist, executive lead on proposals, and operations lead on large proposal efforts.
BG Bouchard joined NCI after retiring from the U.S. Army. He has experience in planning, implementing, and overseeing automation and communications systems for the U.S. Army and for joint organizations. His assignments as a Colonel and Brigadier General included: director, Resource Management, United States Army Air Defense Artillery Center and Fort Bliss; chief of staff, United States Army Cadet Command; Commander, 1st Signal Brigade; Executive Officer to the Commander, UNC/CFC/USFK; deputy commanding general, U.S. Army Signal Center and Fort Gordon; director for Communications System (J6), U.S. Pacific Command; and, deputy chief of staff G-6, U.S. Army Forces Command.
BG Bouchard earned his BA from the University of New Hampshire (UNH) and an MBA, with a focus on comptrollership, from Syracuse University. He attended the US Army Command and General Staff College, U.S Army War College, and the Signal Officer Basic and Advanced Courses. BG Bouchard is a member of the Armed Forces Communications and Electronics Association, the Association of the U.S. Army, and the Signal Corps Regimental Association. He was inducted into the UNH ROTC Hall of Fame for outstanding service to the U.S. Army, UNH, and the state of New Hampshire.

Ted Milone, PMP
General Manager, Market Intelligence
Mr. Ted Milone is Deep Water Point & Associates’ managing director for Market Intelligence, responsible for providing intelligence to advise strategic and business development (BD) initiatives and marketing efforts, uncovering key, practical information for BD strategies—gathering, analyzing, and conveying information relevant to federal market segments; incorporating competitor intelligence, capabilities intelligence, market analysis, and market research; and combining in-depth data, analytics, and insight that accelerates market decisions through superior results. In this role, Mr. Milone brings more than 25 years of experience delivering multimillion-dollar information technology (IT) solutions as a senior BD, capture management, and operations leader. He has a breadth of skills: shaping client strategies, managing customer relations, developing processes, serving as a consultative salesperson and win-win negotiator, and writing contract-winning proposals.
Prior to joining Deep Water Point (now Deep Water Point & Associates), Mr. Milone led operations, programs, BD, and sales for Tetra Tech. He developed and executed plans for the firm’s $32M annual profit and loss (P&L), and he led and managed a team of more than 200 staff supporting the Defense Information Systems Agency (DISA) Chairman of Joint Chiefs, Army Special Operations, Air Force Cyber and Intel Operations, and Army Surgeon General at locations nationwide. During his tenure, Mr. Milone won $312M in new and recompete contracts with new and existing clients, as well as Alliant 2 unrestricted GWAC, Air Force NETCENTS-2 Net-Ops small business, and Army IMCS III small business MAC/IDIQs. As unrestricted NC-2 program manager for Alliant 2 and CIO-SP3, he identified and secured large and small business partners, marketed to existing and new customers, served as corporate advocate for 36 operating units worldwide, and trained and equipped operations on proposal response.
Previously, as Department of Defense (DoD) practice leader for ODIN Technologies, Mr. Milone won $3M in new contracts for the firm. He led the implementation of a Defense Logistics Agency (DLA) enterprise IT solution for the government’s most complicated supply chain, overcoming a 40% increase in scope and a 30% decrease in time to deliver the project on time and under budget. Mr. Milone planned and executed deployment of an enterprise IT solution at 71 locations worldwide in fewer than 130 days, and he led efforts to analyze, design, build, install, test, and certify a customized technology solution for the Marine Corps Marine Logistics Group. He also conducted business process reviews, analysis, and design of legacy and future state enterprise solutions, crafting functional and technical network architectures.
Earlier, at BearingPoint, Mr. Milone won $20M in new and recompete contracts as manager of DoD and civilian healthcare. In that role, he led the DoD Military Health System (MHS) Enterprise Architecture governance and strategy project, and he led IT solution analysis, design, implementation, and management of a document imaging project across Department of Veteran Affairs (VA) and DoD entities. Mr. Milone provided consulting to the VA CIO for enterprise benefit claims processing redesign, and he facilitated strategy sessions, led enterprise reviews, and developed plans for integrating four geographically disparate systems development centers. He led the deployment of National Archives COTS package implementation, served as CMMI Implementation Lead, and provided Year 2000 PMO support for the White House and VA.
As program analyst at Robbins-Gioia, Mr. Milone provided management support for more than 75 multi-year funded IT projects, with a total budget exceeding $35M. He drafted and implemented yearly performance and information resource management (IRM) plans, outlined the strategic direction for effectively managing information resources and identifying scoring criteria needed for IRM support, and mapped and tracked organizational metrics and initiatives to higher headquarters’ objectives.
Mr. Milone served as an airlift operations officer in the Air Force, where he formulated and implemented policies for managing worldwide airlift, logistics, and communications support of the President and Vice President of the United States, heads of state, and high-ranking dignitaries.
Mr. Milone earned his BS in business administration from The Citadel. He has held Top Secret Security Clearance.

Amy Caro
Managing Director, Health and Life Sciences
Ms. Amy Caro is a senior leader in the healthcare management industry with over 34 years with civilian and defense agencies as well as state governments in the management, analysis, design, development, and implementation of large-scale automated financial, health, and related mission critical information systems. Deep Water Point & Associates clients greatly benefit from Ms. Caro’s depth of knowledge and vast experience with of the federal health industry, including clinical systems, life sciences, public health, healthcare and benefits management as well as the systems and methods needed to support the transformation of the industry.
Prior to joining Deep Water Point (now Deep Water Point & Associates), Ms. Caro was a senior leader in Northrop Grumman’s Health business for over a decade. Most recently, as vice president of Northrop Grumman’s Health Solutions, she managed the overall health business practice growing total revenue to $500M. She developed a comprehensive health strategy to capture market share at CMS, CDC, NIH and FDA which enabled Northrop to be the #2 contractor at the Department of Health and Human Services. Ms. Caro also developed and executed a strategy to position Northrop at the Department of Veteran Affairs and Defense Health Agency around cyber, interoperability, and fraud. She assessed investment strategies for capability development as well as developed trusted senior level relationships to ensure offerings would meet customer needs. Programs that Ms. Caro has been involved in include: CDC CIMS, CIOSP3, NIH Cancer Moonshot, CMS ESD and SPARC, VA T4NG, MHS GENESIS as well as others.
Before Northrop Grumman, Ms. Caro was vice president for federal healthcare at CGI, formerly American Management Systems (AMS), where she worked for ten years. In that role, she grew the CMS business over tenfold in four years. Prior to joining AMS, Ms. Caro held senior positions at 8a firms such as Decision Systems Technologies, Inc. and RJO Enterprises where she focused on a wide range of federal customers including being involved in the Tricare program.
Ms. Caro earned a double bachelor’s in applied mathematics and administrative and management science from Carnegie Mellon University and a masters degree in business administration from The George Washington University. She has been involved with several professional organizations including Women in Technology, and the Health Information and Management Systems Society, and serves on the board of directors for several organizations including the American Red Cross and Easter Seals. In 2016 she received a Heroines of Washington lifetime achievement award from March of Dimes.

Dave Simpson
Director, Emerging Technology and Innovation
RADM David Simpson, USN, Ret., has influenced National Defense and Homeland Security policy and provided cutting edge information, communications technology and cybersecurity solutions for over thirty years. He has led development of combat systems, enterprise IT and cyber capabilities for the Department of Defense, working closely with commercial partners across the federal space, countering aggressive adversary moves and lowering costs through implementation of best practices & teaming. He is a leader in public safety, helping state and local governments plan and implement next generation emergency communications. Deep Water Point & Associates clients benefit greatly from Adm. Simpson’s deep understanding of and involvement with the U.S. Defense, DHS, public safety and cybersecurity communities.
Prior to joining Deep Water Point (now Deep Water Point & Associates), Adm. Simpson served as chief of the Federal Communications Commission’s Public Safety and Homeland Security Bureau. As bureau chief, he led technology transformation, disaster preparedness, emergency management and cybersecurity activities for the agency charged with oversight of 30,000 commercial companies in the telecommunications sector. He chartered working groups with public and private partners, to identify issues and ensure that our nation’s networks, emergency alert and 9-1-1 systems remain secure, accessible, reliable and resilient.
Adm. Simpson served as the vice director of the Defense Information Systems Agency (DISA) earlier in his career. In that capacity, he helped lead an organization responsible for planning, developing and providing interoperable global communications for the Defense community. He also served as a senior delegate to ITU conferences. As director for communications and informations services for U.S. Forces Iraq in Baghdad, he synchronized strategic and operational-level planning for U.S. Forces and assisted the Government of Iraq in building commercial and military capacity. Adm. Simpson’s extensive career includes assignments with responsibility for combat systems, IT, and crisis communications for afloat and other deployed forces in the United States, Europe, Africa, Asia, and South America.
Adm. Simpson is a graduate of the United States Naval Academy. He earned a master’s degree in systems technology from the Naval Postgraduate School. He is also a recipient of the Navy’s Copernicus Award, Federal Computer Week‘s FED 100 Award and the Next Generation 911 Institute’s 2017 Government Leader Award.

John Johnson

John C. Johnson, GSA Assistant Commissioner (retired) has more than 43 years of government and industry IT acquisition experience—spanning the Department of Defense, GSA and industry.
Prior to joining Deep Water Point (now Deep Water Point & Associates), he was the first Assistant Commissioner to lead GSA’s Federal Acquisition Service – Integrated Technology Service (ITS). In this capacity, he managed the largest “Fee for Service” IT procurement and services operation in the U.S. government, consisting of IT Schedule 70, the GSA IT GWAC program, and GSA’s Network Services program. Under his leadership, he and his team managed over 6,000 contracts with total sales to the federal departments and agencies exceeding $23B per year.
Prior experience includes active duty in the United States Navy, industry computer systems field engineering, and leadership assignments in other IT organizations such as the U.S. Army Signal Center, Ft. Gordon, GA; Headquarters 7th Signal Command, the Department of the Army Staff; the Defense Information Systems Agency (DISA); DISA Liaison to the CINC Forces Command; and the Office of the Assistant Secretary for C3 and Intelligence.
He holds a Bachelor’s degree in Applied Behavioral Science (Business Management), and a Master of Science degree in National Resource Strategy. He is a graduate of numerous military schools, including the Industrial College of the Armed Forces, the Armed Forces Staff College, and the Army Signal Officer Advanced Course. He is also a Level III certified Program Management & Communications and Computer Acquisition professional.
He is a recipient of the Presidential Rank award for his distinguished government service, Government Computer News Executive of the Year award, AFFIRM’s Leadership Award for Acquisition and Procurement, the Federal 100 Award, the Consumer Electronics Association’s Government Technology Leadership Award, the Washington Contractors Association Public Partner of the Year award, and the coveted John J. Frankie award.

Terry Fitzpatrick
General Manager, Enterprise
Mr. Terry Fitzpatrick has 40 years of experience in aligning a company’s capability and resources to win large new accounts in federal, state, and commercial markets. He has the dual industry perspective of having a career in enterprise products and solutions market and a second career in systems integrator and services market. This career spanned commercial (13 years), SLED (6), and federal (21). His focus has been on leading campaigns to differentiate a win and execution strategy for programs of national importance. His early career in working in data centers and software development gave him insight in benefits and challenges of IT technology and focus on customer experience (CX).
He provides expertise to government and industry associations.
- He participated on OMB OFPP sponsored team led by ACT-IAC for an 18-month effort to perform interviews with agency Chief Procurement Officers regarding acquisition innovations. The effort resulted in GSA publishing a breakthrough Periodic Table of Acquisition Innovations. It is a significant training aid for acquisition
- He co-chairs the annual Professional Services Council (PSC), Department of Treasury Vision Team composed of industry representatives. They interview senior Bureau executives on budgets, technologies, and business
- He provides mentoring to minority owned businesses to facilitate their growth.

Mr. Fitzpatrick had a 24-year management career at Science Applications International Corporation (SAIC). He led teams that won large awards in strategic new markets totaling over $2B at the Internal Revenue Service, HHS NCI (FNLCR), EPA, PTO, NASDAQ, and BellSouth. Dr. Beyster, SAIC CEO/Founder cited two of the large awards as pivotal contracts in SAIC’s multi-billion storied history. The FNLCR program moved to Leidos in the corporate split. The Program has continued to achieve significant medical advances over the 20+ years. He also serves as Critical Path Facilitator on mission critical contracts with difficult issues to resolve.
He graduated with a B.S. Information Systems Management from the University of Maryland Smith School of Business. He served on the business school’s Board of Visitors for five years and was a speaker to the MBA program. He has been a financial contributor to higher education and socioeconomic efforts. He participates in speaking engagements and panels. He authored an Account Management Maturity Model to guide technical professionals in CRM.

Mr. Mike Mullen is a senior level industry executive with over 25 years of experience in business strategy leadership management. His strong track record of enabling federal decision makers to achieve their goals through the acquisition of strategic IT and professional services make him an asset to all Deep Water Point clients.
Mr. Mullen is Deep Water Point’s small and mid-size business growth expert and leads our Center for Corporate Growth focused on building efficient and effective growth engines across the business development life-cycle. He has a strong track record growing start-up and transitioning (small to large) companies within the federal market.
With Deep Water Point, Mr. Mullen has personally assisted 30 plus companies in accelerating their growth and/or navigating the transition to large business by reinvigorating their business develop engines and strategic plans and by focusing on adding “needle moving” revenue events through enhanced business development processes, significant captures, and M&A activities.
Prior to joining Deep Water Point, Mr. Mullen served as senior vice president and chief business development officer at Project Performance Corporation (PPC). In this role, he oversaw and managed the firm’s strategic direction, business development, and marketing and proposal development. He successfully led them through a post-acquisition integration period by focusing on strategic account planning leading to improved pipeline and proposal productivity.
Mr. Mullen established himself as a successful leader and business grower in the federal market at INDUS Corporation. During his 16-year tenure at INDUS, he led the company’s growth from a start-up venture to a $100+ million enterprise across the federal marketplace. This achievement earned the company recognition among the Inc. 5000 Fastest Growing Private Companies in America, and four consecutive years on the Washington Technology Fast 50 list. Mr. Mullen was responsible for leading and overseeing the company’s entire business development life-cycle during this record setting growth and won significant game-changing contracts such as: GSA’s $50 billion Alliant program; Commerce’s $8 billion COMMITS program; Transportation’s $275 million FITSS program; FBI’s $125 million IT Support Procurement; NASA’s $150 million Business Applications and Sustaining Engineering program; and Health and Human Services $60 million ITSC program.
Mr. Mullen recently completed a 4-year board tenure serving as vice chair at-large for the Industry Advisory Council (IAC) Executive Committee. In his executive committee role, Mr. Mullen supported the development of ACT-IAC’s Education & Training initiatives focused on driving greater value to both government and industry members. Mr. Tom Dunwoody has a consistent track record of success both as an individual and as a leader of teams that outperform goals. He is particularly good at finding, hiring, coaching, supporting, and retaining top talent – and has a history of securing top new accounts and delivering record breaking deals. He offers comprehensive knowledge of federal civilian, defense, intelligence community, and federal systems integrator markets. He is particularly talented at coordinating separate corporate resources into new company offerings that bring increased value to clients and is accomplished at leading a team to act together to accomplish individual and team objectives. He has demonstrated success in customer relationship building that has resulted in the establishment of new business revenue as well as the expansion of existing accounts. Prior to joining Deep Water Point and Associates, Mr. Dunwoody served as director of partner success for Zigabyte Corporation, during which time the company grew from 30 to 100 employees. He created a new partner success program and added eight new formal partnerships to the network, providing new revenue sources, direct services opportunities, and enabling technology that was critical to successfully adding multiple large DoD program awards. He worked with senior leadership, capture managers, and service delivery managers to elevate Zigabyte’s value proposition, resulting in new contract awards.
Previously, Mr. Dunwoody was the federal director for One Identity and platform management business units at Quest Software Public Sector where he led sales of identity and access management systems and Microsoft platform management solutions to all federal agencies as well as named federal systems integrators. His team consisted of 12 outside reps, six inside reps, six pre-sales technical consultants and a services engagement manager. He partnered with federal systems integrators—including GDIT, Perspecta, and Leidos—along with select value-added resellers to overachieve goals. His major wins included a $32M contract with Army NETCOM (the largest deal in company history), $20M in new cybersecurity business with an intelligence customer, and $15M in new business with the Air Force.
